The presentation of CNAS

The CNAS (National Social Insurance Fund of the Salaried Workers) is a specific public administrative institution established in accordance with Article 49 of Law No. 88-01 of January 12, 1988. It possesses legal personality and financial autonomy and is considered as commercial entity in its dealings with third parties.

The responsibilities of CNAS

  • Manage social insurance benefits (sickness, maternity, disability, death) and work accident and occupational disease benefits (AT/MP).
  • Manage family allowances on behalf of the State.
  • Ensure the collection, control and litigation of contributions intended to finance benefits.
  • Control and manage the litigation relating to the collection of subscriptions for the financing of benefits.
  • Assign a national registration number to insured people and employers.
  • Contribute to promoting the prevention policy of work accidents and occupational diseases and manage the work accident and occupational disease prevention fund.
  • Manage benefits due to beneficiaries of bilateral social security agreements.
  • Carry out medical examination on beneficiaries.
  • Undertake actions to provide workers and their dependants with collective benefits, like health and social projects.
  • Manage the aid and relief fund.
  • Conclude agreements with healthcare providers.
  • Provide information to beneficiaries and employers.

The organisation of CNAS

CNAS is managed by a Board of Directors and is placed under the supervision of the Minister of Labour, Employment and Social Security. Its headquarters are in Algiers (BEN AKNOUN).

The structures of CNAS

To fulfil its missions, CNAS has :

  • A General Directorate.
  • 59 departmental agencies (including 2 in Algiers).
  • 768 payment facilities
  • 4 specialised clinics (infant cardiac surgery, orthopaedics and rehabilitation, ENT, dental).
  • 4 regional medical imaging centres.
  • 37 diagnostic and care centres.
  • 30 Childcare centers and kindergartens.
  • A printing house in Constantine.
  • 02 schools for disabled children
  • Accommodation centre for parents accompanying sick children in Bou Smail
  • A psycho-educational care centre and two annexes.
  • A social family centre at Ben Aknoun.
  • Professional development centre at Melbou, Bejaia

 

Beneficiaries

  • Employees in all sectors of activity.
  • Beneficiaries of stand-by employment.
  • Vocational training trainees.
  • Disabled people.
  • Moudjahidines (war veterans).
  • Recipients of social security benefits (pensioners and annuitants).
  • Beneficiaries of the lump-sum solidarity allowance (sick, elderly and inactive people):
  • Minor children.
  • Unmarried inactive daughters.
  • Dependant ascendants.

Benefits

  • Health care and medication are covered at 80%, and in some cases at 100% (particularly for the chronically ill people).
  • Compensation for sick leave is 50% of the salary for the first 15 days. It is rised to 100% of the salary after the 16th day.
  • The maximum duration of this benefit is three years.
  • Maternity insurance benefits are paid at 100% ; working women are entitled to 98 days’ maternity leave.
  • The minimum amount of invalidity pensions is 75% of SNMG.
  • In the event of death, a lump-sum death benefit is paid to the insured person’s dependants.
  • Occupational risks are covered at 100% for treatment and sick leave.
  • Pensions are paid in the event of Residual physical effects of the accident.
  • Pensions are paid to beneficiaries in the event of a fatal accident.
